Manipulating Transportation

Vision 2030 / 2050 seemingly proposes to redesign the city’s infrastructure such that it deliberately impedes Provoans from driving their own cars while giving precedence to public transportation instead (see V2030 12.1 & 12.2; V2050 9.1 & 9.2).  Also, it seems that traffic congestion is not to be avoided and/or minimized, but carefully “managed” (see V2050 9.2.9) in order to discourage residents from driving cars.  Politicians should not assume responsibility for deciding what form of transportation we should use, and then trying to finagle us all into using it.
